The decisions taken by the State Government were systematically made available to the public in the form of Government Orders (GOs) through the portal https://goir.ap.gov.in/. However, for the past ten days, this portal has been non-functional. This raises concerns regarding whether the State Government is functioning with transparency and accountability toward its citizens.
In my view, withholding such information is contrary to the spirit of Article 19 of the Constitution of India. I strongly request the Government to reactivate the https://goir.ap.gov.in/ portal without further delay. Similarly, citizens previously had the facility to download Village Revenue Records through the Mee Bhoomi portal (https://meebhoomi.ap.gov.in/). This portal, too, has been malfunctioning for the past two to three months. Access to such digital services is crucial and must be made seamlessly available, especially for tribal communities.
On multiple occasions, I have submitted representations to the Hon’ble Minister for Revenue and senior officials, urging that village Adangals (land records) be provided annually in electronic format via the internet, at least to Gram Panchayats located in tribal areas. Regrettably, my appeals have been turned down by the Government.
In tribal villages, non-resident Indians (NRIs) and other influential individuals are allegedly colluding with local revenue officials to remove the names of cultivating tribal farmers from revenue records and replace them with their own on a large scale. If village revenue records are made freely accessible to tribal citizens, such fraudulent practices and irregularities can be effectively checked. Keeping this critical issue in mind, I request the Government to issue necessary directives ensuring that village Adangals are provided in electronic format through the internet to Gram Panchayats every year.
The Government must realize that transparent governance leaves no room for corruption.
