- Who are the real criminals in the Chemical Laddu?

Lord Venkateswara, SREEVARU, neither speaks nor intervenes. He only watches. He remains a silent witness. But devotees still believe that the truth about what officials have done will emerge through investigation, and that constitutional morality and political ethics still exist. After all, they consume the laddu believing it to be prasadam.
In the Tirumala adulterated laddu case, the former TTD Chairman Y.V. Subba Reddy claimed he had no connection with it. However, the CBI-led SIT has clearly established—recently revealed by Eenadu TV—that the phone number used by his PA, Chinnappanna, was in fact the Chairman’s own phone number. If the investigation continues deeper, many more details may surface. This is only one fragment. Who committed the crime—senior leaders or their personal assistants?
There are powerful individuals in TTD—the Executive Officer, the Chairman—and there are PAs who merely act as instructed. Yet, the narrative now being constructed suggests that the crime was committed only by PAs and some “officials.” It feels similar to a major road accident where influential people escape, a driver is sent to jail, and everyone assumes that giving him some compensation will settle matters.
One must not even think that way, apparently. The PA may go to jail. Later, everyone forgets. The powerful may get re-elected, become ministers again, or even return as trustees of TTD. This is not about one party or another. There is no scope here to say “they” versus “these.” Everything is secret.
There is no Right to Information in TTD!
There is a Right to Information—but no information. That is called privacy. It is an open secret. Still, it is labelled privacy. Everyone knows everything. Everyone claims to eat only vegetarian food—yet the chicken has disappeared. That disappearance is corruption. That is bribery.
This is not gossip or sensational headlines from Andhra or Telangana newspapers. Read the details:
“The CBI SIT has found that the ghee used for preparing Tirumala Srivari prasadam was adulterated. It has concluded that adulterated ghee was supplied for five years. Between 2019 and 2024, 6.8 million kilograms of fake ghee worth ₹250 crore were illegally supplied to the Tirumala Tirupati Devasthanams. The ghee was manufactured entirely using chemicals, without purchasing a single drop of milk. These facts came to light after the arrest of A-16 accused Ajay Kumar Sugandh. The remand report submitted to the ACB court stated that the Bhole Baba Dairy used monoglycerides and acetic acid esters to manufacture ghee and manipulated TTD quality control tests.”
The SIT further established that Bhole Baba Organic Dairy, Bhagwanpur, Uttarakhand, did not procure milk or butter at all, but created a shell unit exclusively to supply adulterated ghee to TTD. Local cattle rearers confirmed they never supplied milk to this dairy. Instead, palm oil and kernel oil were procured from a Delhi-based Malaysian palm oil importer under the name “Harsh Fresh Dairy” and processed with chemicals into fake ghee.
Even after Bhole Baba Dairy was blacklisted in 2022, illegal supply continued through benami entities such as Vaishnavi Dairy (Tirupati), Mall Ganga Dairy (Uttar Pradesh), and AR Dairy Foods (Tamil Nadu). The SIT confirmed these were controlled by the same promoters.
On January 23, 2026, the CBI-led SIT filed a final charge sheet before the Nellore ACB Court, naming 36 accused, including TTD officials, dairy owners, and suppliers. The investigation, spanning nearly 15 months, established that from 2019 to 2024, all accused acted in collusion to supply more than 6.8 million kilograms of synthetic ghee—a mixture of vanaspati fats and chemicals—in place of pure cow ghee.
If one carefully reads the charge sheets, the names of these 36 accused, the powerful figures behind them, and the bundles of illicit money will become clear. Yet instead of speaking plainly, euphemisms and evasive language are being used.
Many Puppets (Tolu Bommalu), Different String-Pullers (Sootradharulu)
Dairy Owners and Suppliers
- Pomil Jain & Vipin Jain – Directors of Bhole Baba Organic Dairy (Uttarakhand)
- Apoorva Vinayakant Chavda – CEO, Vaishnavi Dairy
- R. Rajasekaran – Managing Director, AR Dairy (Tamil Nadu)
- Ajay Kumar Sugandh – Delhi-based chemical supplier (acetic acid esters and flavouring agents)
TTD Officials and Staff
- R.S.S.V.R. Subrahmanyam – Former GM (Procurement), arrested
- Pralaya Kaveri Murali Krishna – Retired Procurement GM
- Chinnappanna – Former PA to Chairman Y.V. Subba Reddy
- Seven other procurement staff
Others
- Vijay Bhaskar Reddy – External dairy expert accused of issuing false inspection reports
Thirty-six names may be listed. But will the real culprits ever be found merely by names? If PAs and assistants are criminals, are their leaders not criminals? These 36 people should not be pitied—but is it not evident that the real architects of the crime are escaping?
Joint Criminal Liability
Under Section 3(5) of the Bharatiya Nyaya Sanhita (BNS), joint criminal liability is clearly established. When several persons act together with a common intention, each is liable as if he committed the offence alone.
This principle is identical to IPC Section 34. It requires:
- Prior planning
- Meeting of minds
- Active participation
This provision does not create a new offence; it is a rule of evidence designed to prevent major offenders from hiding behind subordinates.
So who are these adulteration criminals who consumed and discarded responsibility at will? Do criminals change just because IPC numbers change to BNS numbers? Is it acceptable to catch petty thieves and crown the master thieves as rulers and trustees?
Everyone is a great soul. Everyone is a trustee. Are there no adharma trustees at all?
Committees Upon Committees
There is already an SIT, senior IAS officers, officials, judges, experts, and a Supreme Court-monitored committee. The Andhra Pradesh police were barred from interference. Even CBI officers were under supervision to ensure correctness.
Where did the first suspicion of adulteration arise? Who provided samples? Why was an entire tanker never tested?
Chief Minister’s Statement
The Chief Minister stated that bathroom-cleaning chemicals were used in making laddu prasadam, citing the NDDB report. He alleged that adulteration occurred during the YSRCP regime and that these claims were not baseless but supported by the National Dairy Development Board.
Yet Another Committee
Now, yet another single-member commission has been announced. Committees are often described in English as groups that discuss endlessly and conclude that nothing can be concluded.
The Chief Minister announced a one-member inquiry commission to identify the real masterminds. No one can say when the investigation will end. No agency has given a clean chit to the previous government.
Laddu means Tirumala Tirupati Prasadam, not just a sweet!
Tirumala is the sacred hill. Tirupati is the Lord himself. Are people coming to see God—or merely to eat laddus after paying money? Even the Lord may be wondering.
These excessive “devotees” value laddus more than the deity. Demand explodes, bribes overflow, and crores worth of adulterated ghee are pumped in. This is not limited to Tirumala Tirupati alone. Across Tirupati, including Padmavati temple and hundreds of other shrines, ghee-less laddus and adulterated prasadam are being forced on devotees.
Even Ayodhya received lakhs of laddus from TTD. This, apparently, is the work of ‘trustees. Not just ordinary politicians—trustees, like Executive Officers, Joint EOs, contractors, traders: Are you truly receiving Srivasa’s prasadam, or are you throwing away adulterated substances in the name of faith? (shame, shame).
