Short-Distance Commuters and Festival Rush Drive Surge in Fines
The “Festive Immunity” Misconception
During the intense festive travel surge ahead of Diwali and Chhath Puja, South Central Railway (SCR) recorded a massive single-day enforcement milestone by collecting over Rs 1.18 crore in fines from ticketless and unauthorized travelers on November 5, 2026. Deploying dedicated squads across Regular Mail, Express and Diwali Special trains, ticket-checking teams registered approximately 11,500 cases in a single day, surprising passengers and railway authorities alike with the sheer volume of violations.
Operations Across Major Divisions
The high-intensity raids were orchestrated across major railway stations and divisions within the SCR zone. The nerve center of the operation, Secunderabad, generated the lion’s share of fines, recovering Rs1.02 crore from defaulters. Key junctions like Secunderabad Junction, Hyderabad Deccan (Nampally), Kazipet, and Warangal saw heavy ticket checking. Special ticket-checking squads targeted high-footfall hubs, including Kacheguda, Nizamabad, Nanded, and Purna junctions, checking both station platforms and onboard coaches. The enforcement teams consisted of Senior Commercial Inspectors, Ticket Examiners (TTEs), and Railway Protection Force (RPF) personnel who conducted “fortress checks” (sealing station entry and exit gates) and “ambush inspections” on running trains.
Reasons for the Non-Ticket Attitude
Despite high levels of advance reservations and reserved festival special trains, ticketless travel persists due to several factors. Festive rush leaves thousands of commuters with unconfirmed waitlisted tickets or no berths. Desperate to reach home, many board reserved Sleeper and AC coaches using General unreserved tickets.
The defaulters were more in short-distance Intercity Commuters. The daily and short-distance travelers often jump onto long-distance express trains without buying valid tickets or General passes, expecting crowded coaches to shield them from inspectors. Many passengers have misconception of Festive Immunity. Passengers frequently assume ticket checkers will not carry out strict inspections amidst massive festive crowds. Despite digital ticketing apps like UTS and IRCTC, some commuters gamble on avoiding TTEs rather than standing in counter queues or booking beforehand. Railway officials emphasized that unchecked travel deprives genuine, ticket-holding passengers of their reserved seats and compromises overall train safety. SCR authorities reiterated their strict stance against unauthorized travel, reminding passengers that ticket revenue directly supports infrastructure, passenger safety, and enhanced amenities.
